Waymo taps Element Fleet Management for AV fleet operations

Element Fleet Management has announced a multi-year partnership with Waymo to provide fleet management and operational services for Waymo’s autonomous vehicle operations. The agreement will begin with an initial deployment in San Diego, with expansion to additional markets planned over time.

Under the partnership, Element will handle vehicle lifecycle management, charging infrastructure and energy management, maintenance coordination, and operational fleet optimisation. Waymo will retain responsibility for the Waymo Driver’s validation and performance, and will continue to offer its ride-hailing service to the public through the Waymo app.

The arrangement is structured to address the operational complexity of scaling autonomous fleets, which Element and Waymo say requires integrated management of fleet readiness, charging, compliance, and real-time performance across multiple markets. Element manages more than 1.5 million vehicles globally and says it identified over US$1.6bn in cost-saving opportunities across client fleets in the past year.

“Scaling autonomous mobility requires partners with proven operational discipline and global fleet expertise,” said Nicole Gavel, head of business development and strategic partnerships at Waymo. “Element brings the infrastructure, execution, and scale needed to deploy and operate Waymo’s autonomous fleet reliably.” Waymo’s ride-hailing service has completed more than 20 million trips across ten cities, with its vehicles having accumulated over 200 million autonomous miles on public roads.

Why this matters:

Fleet operations infrastructure is emerging as the unglamorous bottleneck in autonomous mobility scaling.Waymo has demonstrated the technology works at commercial scale—20 million trips across ten cities—but vehicle lifecycle management, charging infrastructure, maintenance coordination and fleet readiness optimisation across multiple markets simultaneously is a different operational challenge from running a technology platform. Partnering with a firm that manages 1.5 million vehicles globally and has identified US$1.6bn in cost savings across its existing client base signals that Waymo has concluded this layer is better outsourced to specialists than built in-house.

The San Diego launch is a meaningful geographic expansion signal.Waymo’s existing footprint is concentrated in Phoenix, San Francisco, Los Angeles, Austin and Atlanta. San Diego extends the California presence and adds a market with distinct traffic patterns, geography and demographics. More importantly, the Element partnership is explicitly designed to support market-by-market expansion; the operational template being built in San Diego is intended to be replicable, which is precisely the scaling logic that has eluded most AV programmes that succeeded in controlled initial markets but struggled to replicate operations elsewhere.

Element’s involvement reframes how AV fleet economics should be analysed.The total cost of operating an autonomous fleet—vehicle procurement, charging, maintenance, compliance, downtime management—has been systematically underweighted in AV commercial projections that focus on per-ride revenue and technology costs. A fleet management firm with the scale and data infrastructure to optimise those operational costs at the vehicle level across a large fleet could be as commercially significant to Waymo’s unit economics as any improvement in the Waymo Driver itself.
