Azerbaijan has amended national legislation to establish a legal framework for autonomous vehicle operations, part of its Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028. The Ministry of Digital Development and Transport (MDDT) said the changes create institutional foundations for adopting autonomous technologies across surface transport modes, including buses, metro trains, freight vehicles and trams.

For the first time, terms including “autonomous vehicle,” “operator” and “remote control centre” have been codified into law, alongside definitions for high and full automation levels. The legislation covers driverless buses on designated routes, driverless metro trains, autonomous freight vehicles within logistics hubs and industrial zones, and commercial operation of remotely controlled tram and railway systems.

Under the new rules, autonomous vehicles may only operate following state registration and approval, and only within authorised test zones or dedicated lanes. Certified operators at remote control centres will monitor fleet operations in real time and intervene when necessary.

The legislation also requires real-time data transmission to state information systems and retention of operational data for at least six months. Vehicles operating under the new framework must display a dedicated “Autonomous Vehicle” identification mark, MDDT said.
