HMG and AfDB sign letter of intent to develop Africa
Hyundai Motor Group (HMG) has signed a Letter of Intent with the African Development Bank (AfDB) in Seoul, covering six areas from clean energy transition to electric vehicle supply chains. The agreement pairs HMG’s mobility and infrastructure expertise with AfDB’s development financing to advance Africa’s industrial growth.
The six areas span clean energy transition, sustainable mobility, transport and logistics, electric vehicle supply chains, industrial capacity building, and talent development. HMG and AfDB will identify investment initiatives by sector, creating structures to reduce risk.

Jaehoon Chang, Vice Chair of Hyundai Motor Group, said: “This partnership marks the starting point of a long-term collaboration to support Africa’s energy transition and strengthen industrial competitiveness. Establishing the Blended Finance Package that links policy financing with private capital while securing investment stability is essential to enable the successful execution of our core African business initiatives. We will continue to expand our cooperation with the African Development Bank.”
Kevin Chika Urama, AfDB’s Chief Economist and Vice President for Economic Governance and Knowledge Management, added: “We acknowledge Hyundai as a strategic partner whose experience, technological capabilities, and long-term vision are closely aligned with the African Development Bank’s vision of unlocking Africa’s potential and transforming it into a continent of prosperity for all.”
Why this matters:
- EV minerals access underpins the mobility framing.Naming critical minerals explicitly under the EV value chain heading suggests Hyundai’s interest in Africa extends beyond selling vehicles locally to securing upstream battery material supply, a priority increasingly shared across the industry.
- Blended finance could de-risk markets rivals avoid.Combining AfDB’s development financing with Hyundai’s private capital may let the group enter African markets that pure commercial investment has historically judged too risky, potentially giving it an early-mover position ahead of competitors.
- A single letter of intent leaves execution unproven. With six broad cooperation areas but no confirmed projects or investment figures, the agreement’s substance will depend heavily on which initiatives the partnership actually commits capital to.
